Anyone tell me if this is rare?

This quarter I stumbled on one day and been trying to figure out if it's rare. It looks like the strike is off centered

It is not rare. It is not off center. Sometimes the dies are slightly misaligned. Your coin looks normal.
Off center quarters are not rare. I expect you could buy one for under $50. Misaligned dies are not rare. Keel looking and you should find lots of them depending on how many coins you examine.
