Question About BBCE Authenticated Boxes

I've been wondering if there's a minimum level of quality for the packs inside of a BBCE authenticated box. I understand that the seal designates that the packs are not resealed, but how is a buyer supposed to have even a general idea of the packs' condition.
This popped in my head because I recently bought a BBCE authenticated 1983 Football box that was FASC. However, there was a giant water stain on the side and bottom of the box. It's clear that the stain was there before the box was sealed. It is technically from a sealed case, but I'm guessing the case was floating around in flood water for some time and BBCE chose to simply designate it as FASC regardless of condition.

As long as you haven't messed with the BBCEx shrink wrap?
Why not call them and ask for a refund or see if you can exchange it for another.
My take?
While the box may have some stain? The packs were found to be in good condition. Otherwise they would've salvaged the good packs and sold them individually?
And this is just a guess. I've always had good trust in BBCEx.
Thanks! I don't think I worded my question very well, though. I bought the damaged box from a third party seller and was able to return it no problem as I hadn't broken the seal.
However, I have two additional BBCE sealed boxes I've bought off Ebay. I have no idea what condition the packs inside are in since I haven't broken the seal.
I guess my question is....What is the minimum level of quality that is acceptable for packs in a box that is BBCE authenticated? Is it comparable to a PSA 6? I think that would be the minimum level of quality I'd be happy with if I broke open the box. I tried looking on the BBCE site as well as searching the forums here but couldn't find an answer.
If there is obvious damage to the packs inside, Steve will typically indicate the issue on the label when he seals the box.
Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.
To the best of my knowledge, BBCE is not authenticating the condition/grade of the cards inside the packs. The BBCE seal means the box/packs are authentic, and have not been tampered with. FASC, even better, means the box has original packs from the case.
There are some BBCE sealed boxes out that reference "mildew" or "staining". But if your looking for BBCE to guarantee a minimum grade, that's a risk that you take when you rip.
Collecting Unopened from '72-'83; mostly BBCE certified boxes/cases/racks.
Prefer to buy in bulk.
I'm pretty sure the OP was referring to the pack grades, not the individual card grades.

I completely agree with posters above. Reach out to BBCE. It is really incredible how transparent they are about the business and their practice. I have hundreds of boxes sealed from them and have had several returned unsealed for a variety of reasons.
The stellar rep they have is well earned.

Unless we label the bottom “mildew damage or water damage” or something like that, you can safely assume the packs are NM or most likely better.

With all due respect, that's not always the case. We cracked a BBCE sealed '78 Topps wax box a few years ago on these boards that had noticeable water damage to several packs and the cards inside. I ended up with the empty box and it just reaked of mildew. That being said, I know Steve made good and replaced the damaged packs.
