There is something that is not right about this even though the drafting club gets another pick the next year. Why are they in the draft to start with? If they said before hand that they wouldn't sign that would be another thing for the club to think about.

Overzealous agents perhaps.
Minnesota Twins (among other teams I think) low-balled Roger Clemens, so he didn't sign when first drafted/available.
If you think you can make a better deal by waiting, why not?

Small sample size
Red Sox did the same with Mark Teixeira coming out of high school. He wouldn't sign then decided to go college. He held a grudge towards the Red Sox for years and wanted no part of them acquiring him during his career.

For Larkin, I'm pretty sure it was known he wouldn't sign so he could attend college ...
June 7, 1982: Drafted by the Cincinnati Reds in the 2nd round of the 1982 amateur draft, but did not sign.
June 3, 1985: Drafted by the Cincinnati Reds in the 1st round (4th pick) of the 1985 amateur draft.
Interesting. The Reds wanted this guy!
