eBay Stolen card question?

Have a buyer who says that he received his bubble mailer and that the bubble mailer
was lightly sealed with nothing inside it. They were stolen and the mailer was resealed.
I did not use insurance it was $52 dollars worth of cards. What are my options or am I
going to have to refund the money?

You are going to have to refund the money. Ebay always sides with the buyer. Sorry.
If you have tracking on the package, it becomes an issue of whether you believe the buyer or not. With tracking, ebay does not always side with the buyer unless they file a SNAD on the product.
The buyer has over 5000 positive feedbacks I believe the buyer had nothing to do with cards being removed from the bubble mailer.

With tracking through PayPal isn't there free insurance up to $50 or something?

I believe all packages include $50 insurance for free with the postage.

I had about the same thing happen past year. In my case the bubble mailer was cut open and the card was gone. It was a $62 or so sale. I didn't insure the package. I took pictures of the sliced open bubble mailer and all info about the sale to my local postmaster. He said that he thought a mail carrier and cut the mailer open and took the card but that the post office wouldn't refund me anything

Is it possible that your bubble mailers go out lightly sealed? I just checked mine and that would be an impossibility. If your shipping process creates this possibility then taping over the seal or putting the shipping label over the seal removes this opening for a buyer to create an issue.
A victim of legitimate mail theft will usually be eager to help catch the culprit.
Ask the buyer to file a mail theft report either at their local Post Office or online from the comfort of their lounger.

Ask for a copy of the report to assist you in processing the refund.
Sometimes people are hesitant to file official sort of documents that could help the postal inspectors find the culprit.
