So I was browsing over eBay and I stumbled upon a 1945 -D Jeff. In ms.67. the top serrif of the c in America looked odd to me. So I have two questions. What happened to the c and second I like the color of the coin but on the Rev. I zoomed in and saw what appears to be black spots rather than a toned look. Opinions?

the dark areas are not solid so are toning - not sure of color but probably not black

Not really. The black marks still take away over half the eye appeal. A pass regardless. It may eventually get a blue rainbow hue but it'll take forever (and possibly uneven) in a fatty. There are ones already past this stage in similar or better grades. I think it'd be worth the money. I'd drop a grade for better eye appeal and pay half of half.. it's really what you want in the end. I hope you find what you're looking for OP.

The planchet had a lot of problems with manganese concentrating at the surface. That caused the large ugly spot, and there is another spot at the top of the C which MAY have caused a slight bubble or lamination.
I attribute the reverse condition to an 'improper alloy' mixture and more than likely turned in the old holder. $50 bucks tops!

Sellers can auto decline certain value amounts when setting OBO. They shouldn't be insulted by an offer that hits their inbox.
If someone tries to upsell their coin after declining a reasonable offer, it's likely going to be a pass. I don't need someone explaining why I should pay them more for my offer that they asked for. I will move onto the next coin the second someone has thrown a girly fit over an offer. I don't like buyers like that and I won't support bad sellers.

That corrosion appears to be dug in. the grade would mean nothing to me if so, and from the pics, does so. Run Forrest, run!
