And the buyer sent you a message telling you this is what they received. Would you?
A. Refund the under $5 purchase immediately and issue an apology.
B. Request the buyer return it but not before insinuating they are trying to scam you. Then when you find out you’re on the hook for return shipping on top of refunding original purchase and shipping, step up your lying accusations against the buyer.

Refund the buyer and offer an apology here. At the end of the day, the seller is responsible to get the item to the buyer without any damage. Yes, it sucks for the seller.

I explained all that to the buyer. Obviously he made choice B.
I was taken aback by the response to what is clearly a cut and dry case of usps damage. Why he’d choose this hill to die on is beyond me.
No. I’m guessing it ended up caught in a sorter or something similar.
Refund them. Block them. Move on, life is too short.
Since it's such a small purchase price, I'd tell him instead of both of you wasting time and effort sending it back, to just throw it in the garbage and issue a full refund, since they are wanting a full refund anyway. What's it matter if it ends up in your garbage or theirs.
Am I missing something here? The PO obviously damaged the item before delivering it, hence the additional wrap and explanation. Sucks, but be thankful it was a small dollar item
The buyer should just forget it, since it’s under $5.
If the buyer wants to compound the problem by asking for a refund, just do it as fast as possible.
I’m the buyer. I asked the seller what he wanted me to do and sent the photos of the damage. He was suspicious of me and hinted that I was being dishonest and asked me to return it. So I did an item damaged return claim and he accepted.
Then he got even more irritated, presumably because he found out who had to pay the return shipping fees in this situation.
The pictures are clear cut to me and I asked several times how I could be lying but he didn’t give a reason.

Exactly. It is ridiculous to ask the buyer to return this item. The refund should be issued without a second thought.

Just read this. The seller is not worth trying to reason with. A return request is absolutely ridiculous in this case and the fact that he will now also be charged by ebay for return shipping is a classic case of just desserts.
