PSA Bulk Submission Price Eligibility Question

I've asked PSA the question and am awaiting an answer so I thought I'd ask here to see if people knew....
PSA indicates you need to be a "Member" to qualify for bulk shipping pricing. Does anyone know whether or not purchasing the "Silver" level is sufficient to get access to bulk pricing or do you need to purchase Gold or Platinum to be eligible?

Silver works.
I think that's the only reason to purchase a Silver membership.

any membership level has access to their 10 card/$10 bulk pricing. the only difference is the amount of vouchers and other stuff like the SMR magazine that you get extra.
I decided not to bother renewing the membership, as I have been bulk subbing for less than $10 a card with a facebook card group admin that hosts monthly bulk subs. no need for a membership now.

Although I do agree the specials have not listened to the voice of the customer, I still believe PSA's membership is a no brainer due to the 15 grades included. The discount does save $50 on 15 submissions at the up to $499 level which is required for certain cards. It then opens up the $7 bulk rate for over 100 cards and that is likely what the facebook or other group submitter receives (or less).
The language on their side was more specific to access to the "Monthly Specials" rather than the Bulk Discount pricing tiers so I just wanted to clarify.
Silver is good for both monthly specials AND bulk pricing tier pricing as shown on their site.
Ah, I had forgotten the monthly specials.
