No. There are several things that happen to coins that make parts of them look doubled. Look up "doubled die coin" on Google and there is so much info that can help.

If I can, I will get another image of it. If clear enough. What I see in the background above the Monticello, Is possible ancient lettering. Seems to be that the 1983 was struck over an ancient coin. ( Possibly)
That's doubtful. I would recommend reviewing the priceguide pictures to get an idea of what should go on the Lincoln Memorial. Best of luck!
