Re: How expensive would it be for a refiner to add another refinery "booth?"
Refineries scale up by using more of their capacity. Longer hours, larger heats, shorter idle times. Then they identify choke points and address those with capital improvements on a real time basis. I believe most are already well into this process already.
Re: Why do dealers offer so far below melt for 90%? Why don't they just not buy it?
So as a non-dealer who is paying $2400 for a roll of silver eagles from eBay sellers? Anyone buying at that price? A Monster box would be $50K+.

You might want to check the definition of "Cherrypick". It has "profit" right in it.
A dealer once told me the reason he didn't like cherrypickers going through his stuff is because he could have the exact coin they're looking for in his case but they wouldn't buy it because they didn't want to pay retail for it.

“he told me his silver refiner was imposing the discount on him so he had to pass it off dollar-for-dollar. I understood“This is the crux of the whole issue. In addition, whatever that “dollar” is might change. It’s a moving target. Also, the refiner might stop buying at all. They are protecting themselves and that risk protection rolls right down the line. It’s up to each buyer to determine what the risk is worth to him.
Upstate is buying 90% at -$8 as of Friday. That means most shops, unless they have immediate customers of their own, will be lower than that.

Beltran's interview the other day about being the ring leader of the cheating scandal. Paraphrasing, he admitted he was part of it, but he deflected. He said they also 'justified' it by saying they were confident other teams were doing it. Then when asked why he didn't stand up and stop doing it, he blamed the manager and said the manager should have gotten up in the locker room and put an end to it.All of that sounds very similar to the PED witch hunt and subsequent defense...but worse since that actually was cheating.
For the hall of fame voters it seems their only standard is a double standard. As such, the baseball HOF has become a joke.
it is crazy how some players get a pass and others dont. Back in 1951 the Giants did basically the same thing as the 17 astros. they used a telescope in the centerfield bleachers, radios and a buzzer to relay signs to batters. Willie Mays was a part of that cheating scandal, but never does one ever hear about that.
just like, as you mentioned, some ped users are considered "cheaters" while others are in the HOF.
so many double standards
