It's not "on occasion", it's normal for large submitters who have the privilege. This is not a NJ fiction or fantasy. PCGS just doesn't like to publicize it.

Talk to the bigs, they have different submission privileges that you won't find printed anywhere. I know a couple. It's not that big of a deal. In this case, I doubt they would submit 70 only anyway.
What they don't have is return privileges to the Mint. It's just a question of whether they sell them raw or in 69 holders.
