Or this person could be very, very disappointed and out a lot of money.
Since I can see either case happening, I do not know whether to feel sorry for this individual or not, thus I remain indifferent.
I beg to differ.

That's what I was wondering...
I thought PCGS stopped grading the micro O's seems like a waist of a certificate to have them even look at it.

OK. You lost me!
Where'd you get $150 from?

One thing about submitting coins to PCGS IS it certainly will make every last one of us
better at screening coins for submission and to hopefully be able to recognized altered
coin surfaces!
Man - that is one tough lesson learned. Sorry to see this happen!
Edited to say that only now did I notice that this is NOT your submission!
If my submission has similar results I will be forced to leave the hobby in order to find one I'm better at.

<< <i>That's the difference in cost between Silver and Platinum membership (no submissions & 8 "free" submissions). >>
Oh!
Funny, I don't really see it that way as these equate to "regular" submissions at $30 each (due to the $300 maximum on Economy grading) minus the $5.00 handling fee which comes to a "free" $46 bucks worth of grading.
