All good info. Unless the 10 QE sent to the Secretary of the Treasury were made with unique dies - it may take alloy testing to tell them apart. The boundary can be found in legislation against misrepresentation of a product and false advertising laws that are already in place. For starters you have obverse and reverse confused, the features you describe are on the reverse. Your coin is from the second reverese hub that was used in 1868, the "Hub of 1868".
