Nice contrast on the reverse but not the obverse. I'd be more worried about the milk spots on the reverse. I theorize that it had obverse toning and was dipped in hopes of revealing a cameo obverse that matched the reverse. jmho -

I don't see a mark on the jaw? Looks like a milk spot between the O and the D. It wouldn't affect the grade so much as the eye appeal. Even then, I don't think it's that awful. -

No there is no way he stuff that roll in that other roll with out it looking like it was new. The paper roll will be all wrinkled and it's to long. They are all freshly dipped out frankies they will never get the milk spots off. -

Coins that went bad in the holders---putty showing up as a chalky residue, improperly rinsed dip causing a coin to discolor, red copper turning browm, milk spots developing on silver proofs, etc.
