   Since it is proof you might be able to remove that spot bit if left alone it will grow and PCGS will not grade it with a milk spot. They will sometimes remove it upon request though and the re-consider the coin.

   Looks like the famed 'milk spot'.... not sure.. but it looks like it. Cheers, RickO
