   "PCGS refuses to give an uncirc coin a grade higher than ms69 no matter what." "PCGS policy is to not slab any unc. SAEs 70 because of the milk-spotting problem. " Has PCGS formally stated this in writing??? Or is this an assumption...... I have not seen this documented.. I may have missed it. Seems a very arbitrary policy…
