   Are early graded PSA cards eight digits…and begin with 0, 1, or 3 as well as certification numbers beginning with 20xxxxxx, 40xxxxxx, 50xxxxxx, 60xxxxxx, 70xxxxxx, 80xxxxxx, 90xxxxxx?
