Spot check on my hoard of 2011 25th anniversary set Eagles and....
I have 16 PCGS first strike and 6 NGC early release 2011 5 coin sets. 14 of the PCGS coins (17%) and one NGC coin (3%) have developed spots - two with the classic white milk spots and the rest have small beige toning spots or circles. Since it is proof you might be able to remove that spot bit if left alone it will grow and PCGS will not grade it with a milk spot. They will sometimes remove it upon request though and the re-consider the coin. -

If you make 70, unload it ASAP, or you might end up with this. Purchased spot free in 07, spots developed sometime in September 2011. Search "milk" nuff said. -

I dont know how SMS enters into the equation, but as a proof its clearly a 66 (due to the milk spots) DCAM. Assuming no hairlines limiting the grade. If the spots are not obvious in hand, could be a 67, or 66+ -
What causes spots to appear on ASE after they are slabbed?
I just pulled my ASE collection and noticed that some of them have milk spots on them. Does anyone know how this happens? -

You are better off leaving them in mint sealed plastic,,,,,,, as soon as you cut them out milk spots will start developing,,, a year or 2 later most of them will be spotted. -

A gold coin won't have a small spot of toning, and I've never seen milk spots on them before. Since it seems to be strongest at the center, I'd be inclined to say PVC. Jeremy -
