I agree, not carbon spots, but more like milk spots/stains. You can't remove them without changing the color of the surface of the coin, and it would cost you more to have it worked on than it is worth. If someone could come up with a way to remove carbon spots, they could about pick where in the world they would like to… -

I agree, it is toning not what we normally refer to as a spot. Carbon spots or milk spots can actually be harmful to the surface. These would drop the grade significantly. I don't think your toning spot effects the surface and should maintain the 70 grade. You will have to check NGC's written description to see if toning… -

I made the rookie mistake of telling my wife I'd make money on this
ATHs and grading out some widgets has been pretty good to me lately. I also did very well on some modern gold and silver commems, too. I think those are the dreaded "milk spots", similar to the plague on Silver Eagles. If so, it is a micro-etching of the metal surface and no cleaner will remove it (unless polished aggressively, which would ruin the coin). -
