not milk but carbon?..must not affect grading?

this is an inexpensive proof (06-W ASE 20th label) has been to PCGS for "spot review" / guarantee....twice. the first time it had milk on the mirror edges. now this coin has carbon(?) spots and i sent it back a second time. the review process only took 4 weeks this time, and the coin came back the same way it went… -

ASE's and PCGS
Anyone had any experience with PCGS, Silver Eagles, and milk spots? I guess what I am asking is this, does PCGS cover you if your Silver Eagles spots on their slab. I understand that it isn't their fault it happens, crappy US Mint productions are at fault, but are there any type of protections from this? Just wondering… -
