I don;t understand. Submitting a coin under the grade guarantee has ALWAYS required a specific fee simply because PCGS had to look at the coin and essentially "regraded" it. If it downgraded, that fee in addition to any differential grade funds was refunded to the submitter. Spot Review, on the other hand, never required a… -

The topic of milk spots was brought up in the Q and A forum about a month ago. If they are in PCGS slabs. I think David Hall is trying to work with scientists on trying to fix milk spots that show up in PCGS coins because of the grading guarantee that PCGS holds to when the milk spots show up. Yes, I get real tired of photo artists who make "pig's ear coins" look like "silk purses." That's why I don't buy much on-line, unless I know the dealer and have an iron clad return privilege. As for coins, chopped up surfaces, ugly toning, spots in the focal area of the design and milk spots are all be turn-offs. Also… -

As I told Lucy a day or so ago, I agree this is a nice 64FBL. Here are some additional comments: Where you see the black arrows, they are pointing to a hit in the field. PCGS hates these types of hits in the field on Franklins (Washington Quarters too) and they usually preclude a grade higher than 64. can also see a milk… -
