There are many reasons for a no- return policy. Believe it or not, there are actually some genuine estate coins that must be sold to settle estates. Also when a state treasurer sells coins for the state the sale is final. A state is not in the coin business and only sells them when they confiscate them for some reason.… -

Not opening the box is perhaps a craze that has returned. Apparently in the 50s or 60s (I forget which) there was a big craze for proof sets in mint sealed boxes. Evidentally some scammers could manage to open the box, substitute washers for the coins, and then reseal the box so that it was not easily detected. As I recall… -

JR According to Mark Murphy, the oldest racks he knows of are from 1960 which were cellos in a rack; traditional racks with cards in pockets started in 1968. I believe Murphy stated in his sale of these "Christmas Racks" that they were repacks - if on the up and up, by a vendor as opposed to being the design of a scammer.… -

Mindt you EBAY isn't perfect but it has gotten alot better in weeding out unscrupolous sellers and auctions. The Pete Rose rookie card used to be ( and probably still is), a card that scammers liked to sell because of its value.......On a whole you just need to use common Ebay sense.
