Sorry, but I don't see it as a partial collar strike. It looks to me like it was damaged by the packaging equipment at the Mint. As such, it's just post-minting damage. (View Post)

This is a split after (or possibly during) 1st strike with an off-center 2nd strike with reverse brockage. A rather impressive combination of error types! (View Post)
