Your coin is a "type V" Iturbide 8 Reales as stated by TwoKopeiki above. The Type V is the only variety that was made in 1823. Varieties 1 through 4 were only minted in 1822. (View Post)1 -

Interesting that all 4 weigh almost exactly 27grms, the holes were most likely bubbles in the silver bar, not holes drilled post strike. (View Post)2
