  people who can lock or "sticky" a thread are mods. Look for such threads and you will find them.

  I think the question was "WHO" are they. On other forums, like Net54, Leon the moderator participates in the threads and is thought of as a contributing board member. Here, the mods seem invisible and don't ever say anything.
