  That is what I am seeing, but if the X is truly raised, it is another story. (A groove with raised edges doen't count.)

  Too difficult to tell using the sellers photos , which is strange because i think if i had an error coin for sell i'd have excellent detailed pics of the error itself.

  In reading the letter it makes it seem as if this was a rather common error....which if it was this would be known you would think. I doubt the mint would send back a letter saying it was from a damaged die, from 1881 in 1969 unless this was logged as an official error? I don't know confused i guess.

  I'm not sure what to think. The light source is clearly at 12 o'clock and the brightened detail on the right arms of the X is facing the top of the image whilst below that it is in shadow. There is no second illuminated line below the shadow which would be consistent with a groove but the two left arms of the cross have a shadow/bright/shadow feature which is consistent with a groove. The mark between the cross and the horses head is incuse.
  
  You would want to see it in the hand.

  Even if the story is true, is there really much interest or premium in something like this? Seems like a more unlovable type of "error".

  Is it possible it is a cast counterfeit, in which case one could make any "errors" they desired...

  It's post mint damage, I've seen that same thing many times. Sometimes you can't see the groove left by the blade in pics, you need really good closeups. But the blade causes the metal to be displaced into ridges.
