eBay help (since eBay CS is worthless)

Just wondering if this has ever happened, and what recourse I might have ...

I bought a card, nothing major, for $14.00. I paid via PayPal, and the payment went "unclaimed" for two weeks. I sent the seller several messages, and have not received my card. I tried to open a case via eBay, but it won't allow me to - since the payment remains unclaimed.

I can cancel my PayPal payment, and leave the guy a negative. But ... my concern is that is that the seller can go after me as a NPB, right ?

I did try eBay customer support, but they basically told me squat. Wait for the payment to be claimed, try contacting the seller again, yada yada yada ...

Any eBay experts that know for sure ?

  • I don't understand the "payment hasn't been claimed" completely.

    If by that - it means - the paypal (of the ebay seller) is unverified, and they have to verify payments to receive them - I would completely not deal with the person because it means they are not paypal verifeid so once the money is cleared there is NO way to get it back (They can send it to wherever and paypal can't yank it from a CC or Bank).

    If the seller hasn't claimed a payment in two weeks I would say it is safe to say they probably wouldn't go the NPB route - I typically don't even when people don't pay I just call to get the fees reimbursed.

    Did you pay by clicking on the Pay Now links on your My Ebay page or did you manually send it by going to PayPal and typing the info in? If it was sent to an incorrect or old email then the seller won't know it's been paid.

    Ya know sometimes I get so tired of the first thing I hear here is give the Seller a Neg, sometimes its out of the Sellers hands!!!!!!!!!!! Although why the Seller isn't communicating with you is beyond me!!

    Been through this nightmare many times before as the Seller, it gets so frustrating you don't know what to do! It can be caused by a change in E-mail address. I changed mine three years ago and then went and Bulk edited my 1000+ Store listings to install my new E-mail because it was my New Paypal pay to as well. The process through E-bay says all is good and you are done..........................But you are not!! Found out over the next 2-3 months as stuff sold, about 2 in 10 were to the old Paypal, so my buyers got that same message you got. Went back and forth with them and Paypal. I went through and Edited my listings, one time spent 8 hours opening every listing and checking the Paypal, still missed a few! Then the problem gets compounded because as the Seller YOU CAN"T claim the payment because its no longer your Paypal Pay to.
    Talked to E-Bay and Paypal a half a dozen times and could never get anywhere.
    Only solution was to ask Buyers to Cancel their payment, then re-invoice with Paypal changed/edited on the invoice. It was a nightmare and I ended up with 2 Negs before I ended up just sending about $200 worth of stuff FREE, I never could collect payment for! Because the obstinate Buyer's wouldn't co-operate. (They probably figured out that they had me over a barrel and would have to relent and give the stuff for free or risk a bunch of negs!)

    Oh and it gets better, so about a year after that I go and grab one of my Store Listings to use as a Sell Similar and guess what, out of 1000 listings, I grab one of maybe 2-3 that still has the old Paypal and use it to list 60 auctions of Mid to High Dollar stuff. Auctions end in the week and I have $3000 worth of payments, I can't collect!

    This time I was so Friggin' pissed I called and moved up the Paypal Food Chain until I got me a Monkey who added my old paypal address back on the account...And now, even though I am sure all of the old listings are gone with the old Paypal, at least I don't worry because I can except payments from it!!!!!!!!!!!!!!!!!!!!!

  • ... Thanks for the response. I guess I understand now. The seller doesn't sell much, he's mostly a buyer. Around 700 positives with no negatives, so I'm sure he's a good person. My question still remains though. If I cancel my payment (maybe I won't neg the guy), can I still get a NPB ? Like you said ... still not sure why I don't get a response.

    Why would you get a NPB? If he files that payer has not paid (after you cancel the unclaimed payment) all you have to do is pay and at that point you have his attention.

    Like thedutymon, this has happen to me on both ends, the problem arises when the other PARTY doesn't see or know about the old email address. Best way to contact is via ebay messages - that way everything is saved.

  • I would simply cancel the paypal transaction and get your money back.

    No reason to leave a negative, really.

    Send the guy an e-mail through Ebay telling him why you re-claimed your payment. If you are cordial about it, there should be no reason for either of you to leave ANY feedback at all.

    PayPal payments go "unclaimed" for one of two reasons.

    1) Seller only has a "personal" account and you funded your purchase with a credit card from your account. In this case the Seller can "claim" the payment by either upgrading his account to Business or Premier (but then PayPal takes a cut of EVERY non-gift payment the seller receives through eternity) OR, the seller can agree to accept the payment without upgrading at a higher rate (last time I checked it was something like 4%).

    2) There is no PayPal account for that email address. PayPal send the person a pitch to sign up ("You've got money!")

    Reason #3 as stated in my above Post, Seller changes Internet Provider, has to have new E-mail address, Notify's Paypal, attempts to fix listings, and instead of fixing payments from that point foward, they (Paypal) just stick them out in Limbo, because you know after a certain amount of time the Payments Not Able to be collected by the Seller, revert to........Wait for it!!.........................Not to the Buyer....But to Paypal!!!

    Imagine That!!!!!!!!!!!!!!!!

    And I imagine there are a Plethora of reasons Paypal can Frick this up!!!! Not Two Reasons!!!
