My best guess from the pics is that it is a Penny. The ruler is William IV. Is the coin about 34 mm in diameter?

Definitely a British Penny, mintage of 806,400 (estimated from weight). Better than fine condition from a wear point of view, but pretty beat up. It's probably worth about $5-$10.
