  Yes, it is most likely genuine. The Blue PSA/DNA labels come from PSA/DNA (PSA's autograph service) and the PSA red labels come from PSA's card service. The sig is most likely real (unless PSA made a mistake). The red labels are much cheaper so most cards/postcards have them.

  In the photo you included you will see that it states PSA/DNA Certified. This means that the auto has been authenticated in addition to the card being authenticated and graded.
  
  You can only submit autographed items for the red label if the item signed, like a trading card, is something PSA would grade without the autograph added.
  You cannot use the PSA service on an item like a signed index card.
  
  When you submit a signed item to PSA you have two possible reasons that we would not holder the card. The first is the signature, the second is the card. If the opinion on the card is that it is a reprint, counterfeit or has been altered in some manner (trimming, recoloring, altered stock, etc.) the card cannot be holdered.
  
  If you are purchasing a trading card in a PSA/DNA holder (blue label) PSA is making no comment on the card, it is considered nothing more than a piece of paper. In theory you could have a legitimate auto on a altered card.
