Contact eBay like NOW and file a complaint big time. If you used a credit card when you paid (assuming of course via paypal), I'd put them on notice that there appears to be something in the wind.
When the dust settles, I'd nuke his feedback, this is outrageous!

Perhaps he used your money to pay for items from previous sales, and is now using other's money from his new sales to pay for this card from this sale. Also, there are ways to fool buyers with a tracking number.

It was an impulse buy for a gift for my father in law. He's moving to NM in a couple months and it was kind of a going away present. It was $3427 plus $30 shipping.
I'm not going to file an INR with paypal. I think Storm taught me once that if I file an INR and something comes in the mail then I can't change it to a SNAD. The seller's probably good but doesn't understand that 3 weeks is a long time to ship a $3500 item with no communication beforehand.
I think it was probably a consignment sale. Maybe one of his customers wanted to sell the card and he didn't want to buy it so he listed it for him instead. That's what I took from his email.

Sounds like it's going to work out for you. Really don't understand why sellers can't communicate better with buyers?

I think PSA calls it a 1, SGC a 10. I'm fine with that, it's going in a raw set with just a handful of other graded cards.
Anyway I think the risk was worth the reward and if he likes it that's all that really matters.
