Can anyone explain why not grade this issue? After my second rejection; am I wasting my time?

I think it is because the cards were also issued in uncut sheets, that may be cut to try and achieve that Gem 10
I collect Seattle Pilots autographs, 1969 Topps autographs, Signed Mickey Mantle Home Run History cards and have a JC Martin collection (he was my college Baseball coach)

I have graded examples from this set -- back from the 2002/2003 era, when PSA still graded them
I am actively buying MIKE SCHMIDT gem mint baseball cards. Also looking for any 19th century cabinets of Philadephia Nationals. Please PM with additional details.

I see copies on ebay and it frustrates me that I can't get mine slabbed.

Just as a point of contention....and I don't know if these were sheet cut...what is the difference between sheet cut and hand cut?

...and if they are sheet cut...why not just call them a hand cut issue?

I guess I just don't get it. Seems like it could be one or the other but not graded because they are sheet cut seems oversimplfied as all hand cuts would then be "hand cut" from sheets or box bottoms or panels or whatever, right?

Looking at the flips on the ones I can see on eBay, they've been grading them recently. Call or email Joe and ask.
