MC014 eBay warning - Feedback manipulation

Bought an item. Took five weeks to arrive. Was not in the condition stated. Returned. Delivery confirmation showed the guy had the return for three days. I message the guy asking for the refund as it has been delivered. Guy issues refund the next day.
I give the guy positive feedback (rarely do I give neg.) and ding his stars accordingly for his poor service. I get this message from eBay saying I manipulated feedback. I call eBay, feedback guy says you cannot leave a positive feedback and low stars, and when you do so it raises a red flag to them. Next time I will be suspended.
Here is the message:
Feedback recently left from your eBay account violated the Feedback manipulation policy.
Buyers aren't allowed to deliberately manipulate a seller's detailed seller ratings through a combination of repeat purchases and low detailed seller ratings (DSRs). 11/12 years, and I have left one, maybe two, Negs in 20-40 thousand transactions.

EBAY is full of psychos, on both sides of the counter.
There are psychos all over the world, not just on Ebay. I am saying that you cannot be so fearful that you won't give people the feedback they deserve on ebay or let people know what you think in your real life. Living in fear of the possiblility that they are crazy is no way to live life. Don't get me wrong, you do not have to be rude or slam the person with obscenities or other nasty comments in your feedback but if they would not work with you after trying to contact them; the feedback system will let others know of your problems.
