Ebay "enter your information" with poor grammar

Just trying to log into my ebay account and after i put my user name and password in it's going to a "enter your info" screen:
This looks about as fake as the worst scams I've seen but is this actually legitimate? Notice the gramatical errors in the first couple sentences.

Mike - I'm not sure I understand?
Are you trying to log into ebay thru THEIR website?
If so - I can't see how you got this? If so, that's a major problem with their security.
Where are you logging thru?

Mike - ya got two choices - IMO - first call ebay and explain this to them - there's a problem.
I think you've got something "attached" to your program - how about cleaning your computer? Ya know like a spyware clean - one I also use is called "crapcleaner.com" - it'll remove all the crap/adware/spyware etc.
Does that window stop you from going any further in going to ebay?
If possible; try logging in from a different computer...
You will probably need to update your anti-virus definitions and run a full scan on the machine.

Definitely fishy. I'd stop using the computer for anything, go to another computer and change your EBay password IMMEDIATELY, as this "man-in-the-middle" already has your current one.

Last week I got some kind of "attachment" which told me my system was under attack - and if I tried to disregard it, it kept popping up - wanted me to pay for the update on my antivirus or something like that.
I did a "system restore" to an earlier date and got rid of the problem.
Unfortunatley, General Motors hasn't advanced enough for their catalogs to work without IE7. Can't even use IE8 yet or the catalogs crash. Have no choice but to use IE

Use Firefox and install the IEView plugin for those sites that have to have IE. You can configure it to always open certian sites in IE, but still "enjoy" all the other sites in their full standards glory.

Then, I ran Malwarebytes, SuperAntiSpyware, and a filed called TFC (Temporary File Cleaner). Make sure you update the defintions of the spyware removal programs. If you want more in depth info of what I had to do, just let me know. I don't want to sound like I'm spamming these programs.
