Ebay listing and bidder

One of my listings on Ebay for a Mantle card had a high bidder with a feedback of 2. He has not had any feedback since 2007 either. So no bids or feedback for 3 years and all of a sudden they are bidding up a Mantle. With a recent higher % of non payers lately, I'm worried. Do I try to contact them? Is that too tacky? Cancel the bids and block them? What would you do?
From what I can tell, 707 is the DOLLAR STORE compared to deans_cards. For what that guy charges, if I ever bought anything from him I would expect it to be delivered to me in a frickin' limo.

I would cancel and block.

and state min. 25 feedback or something, it's actually not uncommon for legit buyers to 'shill' auctions so it looks like you may be doing it, in hopes of other potential buyers being turned off...

Think of it this way if you had a store and someone came in that hasn't been there in 3 years would you automatically kick him out because he has been away so long. I understand that their are greater risk on the internet but if he buys the card and doesn't pay you are only out a few buck in listing fees and you probalby will get those back after contacting ebay.
I'd let their bid ride myself. I once sold a Namath PSA 8 RC for $5100 to a zero feedback buyer from New York. They bid early too so their bid was sitting there for many days. It might have looked like a shill to others, but it wasn't. They were new to ebay and just starting out.
Also sold another expensive card (a '58 Ted Williams SGC 92) for over $2000 to a zero fb buyer in Cali. The deal went fine and they paid promptly.
You just never know who's bidding and why they're inactive with their ebay account.
