protection as international buyer?

OK, so I want to buy an autographed photo from a eBay seller in Austria. His shipping is $15 but it only says standard flat rate shipping.
I would pay with Paypal and my CC, so am I protected? He has 100% feedback (336 total), and lots/most of the feeback is from selling other autographs.
How could I get screwed? And protect myself?
