Some real old style PSA labels on these..I'm surprised they have the Murcer a 9OC, it's not much more OC than the Fisk card, definitely within the parameters for a straight 8.
Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.
I HAVE FOUND HIGH GRADE CARDS WITH BORDERLINE OC QUALIFIERS THAT HAVE OTHER SMALL SURFACE DEFECTS (STAINS, SNOW, PD, FISHEYE SPOTS)-- KICK THE CARD TO AN OFFICIAL QUALIFIED OC GRADE (9OC), WHILE NOT GETTING THE NONQUALIFIED LOWER GRADE (8 NQ). HAVE YOU HAD A EXPERIENCE?

Except it's a 9, not an 8, so the paramaters are different.

I've subbed cards with water marks like that and *thought* they were knocked down a grade (if they otherwise would have been 10's or 9's), but of course I could have been wrong. It could have been for some other reason. I generally don't submit cards with water marks like that if I need a 9/10...maybe I should.
Ya might wanna consider turning on your PM function.
Also, I'm not sure if you know this but if ya type in ALL CAPS - people see this as "shouting" or someone who's pissed off and or trying to make a major point.
