Can someone tell me the policy on ebay purchses bought through paypal ?

If an item is to be returned, who covers the return postage costs ? buyer or seller ?

Generally the buyer does.

Depends on what the description says too.

so it is the buyer's responsibility to pay the return costs ?

sometimes the buyer pays shipping both ways, really depends on the sellers return policy and how it is stated in the auction.

I don't think so, PP will want you to return it before the seller refunds.

Again, it depends on the seller, I have always had to pay the return postage.

Once a Dispute has been escalated to a Claim, PayPal will make a final decision in favor of the buyer or the seller. You may be asked to provide receipts, third party evaluations, police reports, or anything else that PayPal specifies. PayPal retains full discretion to make a final decision in favor of the buyer or the seller based on any criteria PayPal deems appropriate. In the event that PayPal makes a final decision in favor of the buyer or seller, each party must comply with PayPal's decision.

PayPal may require the buyer to ship an item that the buyer claims is Significantly Not as Described back to the seller (at the buyer's expense), and PayPal may require a seller to accept the item back and refund the buyer the full purchase price plus original shipping costs. In the event a seller loses a Claim, the seller will not receive a refund on his or her PayPal or eBay fees associated with the transaction.

How long do I have to file a claim?

I contacted the seller(through ebay message system) and he said to just return for a refund.

I sent the purchase back, the package is there (Del. Conf.), no refund yet .

Deadline for a PayPal claim is 45-days from payment date.

Just enter the DC# in the claim form, and PP will credit your account fast.
