Question for Storm?

Morning,
This is about the guy that we talked about last night. This morning I got up and decided to send one last Invoice with note that I don't send anything ever COD, pay the invoice or forget the deal. So anyway, the guy pays Paypal.....But Paypal sends me an E-Mail the Payment is Under Review and could take up to 24 hours. Then an hour later I get a second E-mail from Paypal saying that it is cleared. What was all that about and am I safe?
Thanks
Neil

"Safe" is a relative thing at PayPal, but I think you
are prolly "safe."
Prolly a credit card payment; system could have been
down OR the trans could have been a random safety
check.
Look at the paperwork CAREFULLY and make sure
there are no PP-warnings about the transaction.
His only possible PP claim is INR. So, make sure
to use the best delivery method.
Online-viewable sig-con is required.
I would use Express, but Priority will work.
Make sure NOT to waive the sig on the Express form.
PP will generally NOT accept the carrier's signature
as proof of delivery. The buyer must sign.
..............
We already know this guy can be a problem, so pay
attention to what you are doing.
As always thanks for your help. I will make sure to do the Online Sig.
Thanks again
Neil
