So Anybody Know the Big BS Artists in Philly? Need Help!

Good Evening,
So long story short, while I am sleeping last night, guy sends me 4 E-Mails asking if I will deal with several items I have in my store, 1938 Horrors Of War Cards. This morning I wake up send him E-Mail, Sure lets talk. He send me e-mail with 1-800 number, I call and somebody answers So and So Insurance and Cards.
We talk and he seems to have done his homework and has some knowledge of 1930-1950's Non Sports stuff. We talk through a lot of stuff and come to a deal of about 53 Different Non Sports 1938-1942 out of my store, Retail was $1350+...Cut him a deal at $975.00. So I tell him Pay and I'll get out this afternoon. Tell him Paypal info and he says he will make it happen. Make sure he understands I want deal done today.
So.......................this is at 9:00 this morning, almost 10 hours later nothing!!
I e-mail him and tell him I am packaging up for Sat Shipping and would like to put this deal to Bed.
He answers back in 5 minutes this:
"I got so busy - my fault please send cod - frank"
Yeah right!! Not Ever!!!
Wow, I get so tired of the Looky Loo BS artists!!!!!!!!!!!!!!!!!!!!!!
I sent him a Request for Cash through Paypal for the money. Another hour no response. Think the guy is playing some sort of game.
So anybody know of some clown from Philly named ????????

Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.
FedEx COD means he is hoping to get the package and stiff you for the cash. Tell him to get bent.

FDX COD works fine in deals between two good folks.
If ONE of the folks is no good, FDX COD does not work.

YOUR email is a nonstarter. Throw it away and move on.
FORGET the guy and his deal.
If you must, send him another PayPal request for money;
it will likely be ignored.

There are no SNAD-findings issued by PayPal in non-EBAY transactions.
Non-EBAY transactions are disputed via the PayPal Complaint Policy.
INR is the only claim upon which a finding will be issued.

Yup.
We have talked about it here many times.
Trying to rehab a busted online deal is almost impossible.
My view is that if the guy I am having trouble with was any
good, I would not be having trouble with him in the first place.
Trying to make crooks act right is a fool's errand.
