ebay buyer threatens neg feedback if I file Unpaid

First of all, it's the principle of the thing.
He lied and said his bank acct is screwed up, though the 9 items he bought since then got paid. I gave him 2 weeks time and said if he didn't pay by a date, I would file an unpaid claim. He responded with, "ok, I'll file neg feedback."
Will ebay allow this after an unpaid claim is made? I know I can respond to his neg feedback if he leaves it.
Oh yeah, his ebay ID is: 817.2009

It's when the buyer doesn't respond to a complaint that he/she can't leave the neg.
"members can lose Feedback privileges. For example, a seller might file a Resolution Center case with a buyer who doesn’t pay for an item. If the buyer doesn’t respond to the case before the deadline and receives an unpaid item strike, any negative or neutral Feedback left by that buyer is removed."

Until early 2008, ANY response was sufficient to maintain
FB-leaving privileges.

In the instant circumstance, the OP should keep ALL of the
emails that were exchanged; including the forbearance emails.
It is ALWAYS a silly mistake to "threaten" deadbeats with filing
an NPB-complaint. Folks of a mind to file such should just do so;
threatening invites psychotic responses.

If the subject dirtbag leaves a NEG, it can likely be removed IF
the OP is willing to stick with the process until he wins.

Mutual Cancellation is a GREAT concept, but in practice
it is a snakepit for sellers.
If a deadbeat wants you dead, the chance of getting
him to cooperate by checking the correct response box
can be pretty close to ZERO.
If the deadbeat checks the box that says:
"I don't agree"
the seller is SOL, and the deadbeat can still leave a NEG,
which may or may not be removed AFTER lots of labor.
A buyer/seller acting in good faith and wanting to fix an
error benefit from Mutual Cancellation.
A burned-seller vs. a deadbeat "buyer" usually finds nothing
but pain in the process.

Once he is NARUd, he can't leave FB.
IF his NARU was for an expired credit-card, he can
leave FB when the NARU-cause is remedied.

a seller who previously had his OLD ID on the BBL.
RULE:
If a member is suspended by eBay, negative or neutral Feedback left by that member is removed. If a member is suspended within 90 days of registration, all Feedback is removed.

I'm not going to let a lying lieface liebag lier (gotta watch my language, I have a 9 year old) skate. But you know what, if he would have said soon after the auction that he made a mistake bidding on it, was sorry and wanted to cancel, I probably would have. I'm pretty much a softie for the truth. But this clown...not so much. And, since I read the responses, I blocked him from bidding on my items. Thanks for that advice, too.
