Bummer N9: NOT GRADED NO GRADE, VOUCHER Card US

I sent 4 autos in to get slabbed.. none of them are really worth anything or very collectable.. but i wanted them slabbed so sent them.. and the Calvin Borel (jockey from that won the kentuckey derby) wasn't graded. I bought it on ebay a few months ago and dont have the sellers the info anymore. my question is.. will PSA tell me the reason for not grading it. could it be that it was just something that PSA didn't have any examples of and it could be real but they didn't know for sure.. or is most likely fake? Is it worth resubbing and hoping a different grader will slab it. i only paid 9 bucks for it.. but pretty annoyed because i went to that race and wanted the card slabbed to go with the ticket that i sent in.
My brother is a huge steeler fan and sent that card to him back in 1992.. i was suprised that that got slabbed.. my brother will be pumped... the other two basketball cards are for my PC friars autograph collection.
