1979 Topps baseball question

Are the banners at the bottom with the team name in them supposed to tilt up a bit on the cards or should it be parallel with the card bottom? Most of them I have tilt up so just wondering if that's what Topps intended to do.

    Not supposed to be that way, but a common issue with the 79's.
