Is it possible there is a legitimate market for reprint cards. A seller on ebay
is selling reprint cards, some in poor condition, that seem to have activity.

I think some scammers buy "quality" reprints to then sell as real.

Agree. Most of the bidding on these reprints is between scammers wanting to resell it and make a little money.
Also, I love the FIRST line of the description:
"I ONLY GIVE FEEDBACK AFTER I GET FEEDBACK ON THIS LISTING"

When I was really selling a lot, reprints seemed to always sell pretty good. 1956 and 1957 Topps Archives football and T206 reprints especially.
