cross over question

I've never submitted a card to PSA for cross over. If I don't crack out the card, is there any chance for a grade bump or will PSA just give me the same grade as the old (SGC or BVG) flip shows? Assuming I put a min grade on the submittal, of course, no sense in taking a hit to have the card in a PSA holder.

    3% - Bump
    15% - same grade
    82% - MIN GRADE
  • Why?

    1) PSA grades tougher than the other companies
    2) The graders at PSA have super egos and don't want to admit someone else is as good at their job as they are
    3) Corporate greed hoping for another submission with the card cracked out
    4) Other - please explain
