Can a gold 92 Manny Ramirez be pulled from a pack?

I know there were two versions of the 92 Topps Manny Ramirez gold. Some of them have “Winner” stamped on the cards which I believe was a redemption card. My question is how were these cards distributed and can a gold Ramirez be pulled from a pack?

The "winner" cards were only through the mail from the scratch off contest.
For a bit of history, the mail ins were not originally stamped as winners. Once Topps was getting killed with won scratch offs, they began to stamp them with "winner". You could use a flashlight and see through the scratch so you could win every time.
I was about 14 years old when those came out and I remember opening several wax boxes and not pulling a regular gold card.
I was however, a whiz at the flashlight trick

Ahhh, good times. Cheating at stuff is awesome.
1992 Topps Traded also was issued in gold set form but was limited to 6000.
Both the complete regular and traded sets have a listed value of $75.
I remember the flashlight thing and convincing my parents to let me buy all the remaining packs of Topps that K-Mart had so that I could "beat the system". The "Winner" designation was a real letdown. I probably spent more than $75 on that endeavor - patience usually pays off.

That is so funny you say that because I was just looking at that card a few days ago and when I was a kid I thought the same thing.
