Title AND Description Say PSA 10, But A PSA 9 Is Pictured; What Controls?

The title AND description say a 1989 Upper Deck Ken Griffey Jr., PSA 10 is up for auction, but a PSA 9 is pictured? I wonder what controls? Regardless, I'd imagine the best you could do is end up with your money back, but certainly no PSA 10 for $71.18.

    Argh! He changed it. But note, it still says "10" on the Grade for the fill in the description box. But go further down and now it says "PSA 19" and even further down he says "IN MY OPINION THIS CARD IS NRMT-MINT." I'm not "berating" the guy, I just think it is funny.
