Many of the high volume sellers of PSA graded cards probably pay @ $3 per card, maybe a little less/a little more, depending on how many cards they're subbing.

Beckett also puts out a bi-monthly issue called graded card investor and price guide.

The Beckett magazine is actually very good. I actually prefer it to SMR. You should check it out.

Typical reasons why you will see some graded cards so cheap-
1-Hoping for a PSA 10 but got a 9 ( sometimes a HUGE price difference ) 2-Grading a ton of players cards that were the hottest rookie going ( about 5 years ago )
