Should I worry??

Someone purchased a card for 110.00 BIN on ebay. Buyer has 0 feedback and and UNVERIFIED paypal address. Should I refund his money and take the neg hit? Should I complete the transaction and hope he doesnt attempt a chargeback?

    Contact the buyer and tell them that for your [and their] protection, that you will only ship to a verified and confirmed Paypal address.
    I am actively buying MIKE SCHMIDT gem mint baseball cards. Also looking for any 19th century cabinets of Philadephia Nationals. Please PM with additional details.

    First, I would make certain the buyer has a confirmed address. Once that is done, simply ship the item with Signature Confirmation. This should satisfy PayPal and eBay in the event of a chargeback attempt.

    It is not uncommon for new eBayers and PayPal members to have unconfirmed addresses shortly after enrolling (PP usually mails an address confirmation). You could suggest that the buyer contact PP via their home phone to confirm their address.

    I believe Storm said some time ago that a verified address is no longer a requirement for Paypal Seller Protection. I believe if you go into the Paypal payment transaction, it will indiciate if it is eligible or not for verification purposes.

    This is correct...just open "transaction details" and it will tell you if you are protected or not.

    It does say "Ok to ship" with instructions and a link for how sellers are protected. Is that it? I imagine all they are doing is verifying that the address exists.

    Ebay/Paypal fills me with so much confidence...sheesh...

    "Verified" is not a concept that affects SP.

    "Confirmed" no longer affects SP, provided the following applies:

    (Note: There is an ongoing glitch that blocks the "SP eligible" field
    on the transaction details page. The absence of the field does NOT,
    in itself, void SP. When in doubt, call PP.)

    11.4 What are the eligibility requirements for PayPal seller protection?

    You must meet all of these requirements to be covered:

    Ship the item to the shipping address on the “Transaction Details” page.


    You may access the “Transactions Details” page by logging into your PayPal Account, selecting “History” and then selecting “Details” for the transaction.


    Follow the shipping requirements described below.


    Respond to PayPal’s requests for documentation and other information in a timely manner.


    The transaction must be marked eligible or partially eligible for seller protection on the “Transaction Details” page.


    If it is marked eligible, protection for both Unauthorized Payments and Item Not Received will apply. If it is marked partially eligible, protection for only Item Not Received will apply.


    Items sold on eBay will be marked eligible even if the shipping address is marked unconfirmed.

    Generally, items sold on websites other than eBay will be marked eligible if the shipping address is marked confirmed and partially eligible if the shipping address is marked unconfirmed.


    The item must be a physical, tangible good that can be shipped.


    Your primary residence, as listed in your PayPal Account, must be in the United States.

    As PP becomes the de facto "only payment method," relatively few addys will be confirmed.
    Buyers will use the payment platform even if they do NOT have a PP account; thus, no
    confirmed addys.

    Just a general comment - if the guy has purchased "a lot" of items in the last few days, I'd be concerned. If he's just purchased this one item or perhaps a few other items, I would ship it.

    Send it by UPS if you want - in my view UPS is safer and more trustworthy than the post office...and easier to effectively process claims if need be.

    I am repeating this to be clear.

    The UA policy states that the TDP must state "eligible."

    Currently, a glitch is blocking the relevant fields on the TDP.
    This does NOT void the SP. If the field is missing, call PP - on
    expensive transactions - or gamble on cheap ones.

    The "glitch" is now more than two-weeks old.

    In related news..........

    Notwithstanding any of the bogus language in the UA, non-EBAY transactions
    are not generally covered by SP or BP.

    This is good for sellers, not so good for buyers.

    SCAMMING buyers must go to their OWN credit-card companies to file fraudulent
    claims and chargebacks. PayPal will not help the scamsters in off-EBAY transactions.

    This makes PP much nicer/safer for sellers to use on other sites.

    The off-EBAY "protections" are called "complaint policies." They do not help the
    scamster "buyers" to steal from sellers.

    Sellers do still need to use DC/SC in such transactions.

    Yup.

    When I consider that ALL of the policies at EBAY and PayPal are written and enforced by
    folks who have NEVER bought/sold on EBAY, it becomes clear that personal experience is
    pretty important.
