Has a low-level submitter ever broken down the PSA 10 wall on a card?

Here's the situation. There are a number of pre 1975 cards out there with 0 Pop 10's. Now, recently I've seen some of these barriers broken down by larger volume guys. But has a guy that submits under 50 cards/year from this board ever received a 10 on a pop 0 card from pre-1975? I'd love to hear personal experience. Here's the reason I ask, and this is far less about me and my card than the overall question of low-limit guys and their results. I bought this 74 Fisk about a month ago and I've looked at every inch of the front and back with a loupe and aside from the smallest yellow dot on the upper right red outline, I just don't see anything wrong with it. The card is a lower pop 9 as it is with no 10's. Basically I won't even consider resubbing it myself because I get the impression PSA wouldn't do a 10 on it just because I submit 20 cards/year or so. What has been your experience? Am I crazy? For reference, here is the card that I was curious about:

Also, and I am not defending them, those guys (DSL and 4SC) seem to know what PSA looks for.
They have submitted so many cards.

I also have many collecting friends who have received PSA 10s that specifically fit your criteria of pre-1975 with previous Pop 0.
There is absolutely / definitively a "crapshoot" element to the process. I know many have been successful with either resubmissions, and/or cracking out a number of 9s of the same card, resubmitting, and having one of them come back a 10.
And these are not from volume submitters, rather regular collectors like you and I.

I was a small time submiter in the past, and scored several 10s on pre 75 cards. A 1 of 1, 1971 OPC Henri Richard, a 1 of 1, 1975 Artis Gilmore several 1972 Topps Hockey and some 73 topps hockey. Haven't submitted or renewed my membership since the .5 fiasco, and I won't, as prices have fallen to the point where it is easier to buy them already graded rather than play the resumit half an order game. My last submission was 1971 Topps hockey, 21 cards all 7 and 8, cracked and resubmitted 17 of them and bumped 10 of them up to 8 and 9. That was the final straw for me. I am not paying for the same service 2-3 times to get it right. Paying $6 3 times to get a card that will sell for $10 is just stupid.

If it comes back an 8 I will physically eat the card and the slab, and then pay Vito full PSA 9 value. That card is a 10 at least 60% of the time.

Now you just have to convince PSA that the defect is on all 74 Fisk cards, Then maybe the 10 will happen. They will of course be skeptical.

Out of only 133 cards I've submitted since 3/18/05, I've had these (7) PSA 10s come back. So yeah, I have a bad eye.
Those two Bonds cards were the only two cards on that sub, and they came from one wax box. I sold them for $100 each back in April 2005. That was a nice experience.
