Does "sealed" = unopened

Im looking for a couple of boxes of 1984 donruss but thought this looked suspect.

Just imagine the look on a re-sealers face,
when he just found out he bought a re-realed box,
in the middle of his opening & re-sealing job
I dont think any boxes themselves were sealed until the late 80's (1989 Upper Deck or something)
I would say 99% chance of them being resealed and he KNOWS they are resealed

Yes, but sometimes this happens at the factory and doesn't necessarily mean it's been resealed. Look through Steve's inventory and you will see a few of his packs are this way. Here is a 1977 Star Wars pack that is wrapped in a 1978 Topps Football wrapper.

Yep, I have seen BBCE shrink wrapped with a business card on the bottom.
I doubt Gary's were from BBCE because when I asked him about it he said they came from the factory like that.

1989 , 1990, I was close.
I remember working in a card shop around that time,
and thats the time that I thought SOME company was doing it
