Many dealers buy on eBay and jack up the price to sell on their site or table.
R319 Ruths are easily the most common of all Vintage Ruth cards, and a PSA-2 grade is very common. You can shop around, place fairly low snipe bids, and hit one soon, that will be the best way to get one and the cheapest. Ive bought about 10 R319 Ruths over the last couple years this way, and then turned them all for a 50-100% profit.
Buying raw is even better if you are familiar with the R319 cards to not get burned by doctored reprints....

PS. Personally I would rather buy a card like this V353 Ruth #80, they are 500X rarer than the common R319 Ruths and have the same eye appeal. One day soon they will catch on and go for more $$ than the R319s. Rarity sells!
